The bug or enhancement for Bluestacks would be for the Game Controls toggle setting to be saved or persist between sessions and not always default to On when you start up the emulator. Closing the VM and re-opening will reset game controls back to On again. The problem at hand is that turning off Game Controls only lasts for that Bluestacks session for that specific VM. I had this same question, they are referring to On-Screen controls but note that the Menu sidebar icon and main toggle option in the Menu calls it game controls, with an On-screen controls option below it.
